Eduardo Negrón-Navas pioneered environmental law in Puerto Rico and has four decades of experience representing corporate clients in complex environmental matters.  He prides himself on providing quality service and obtaining practical solutions for his clients. Throughout his career, Mr. Negrón-Navas has partnered with his clients deliberately evaluating all matters and strategically working towards the best outcome.   His commitment to client objectives as well as his keen understanding of the legal complexities and their implications enables him to do his best work bearing in mind cost, time and scope.

 

As part of his accomplishments, Mr. Negrón-Navas was instrumental in the implementation of the first public-private partnership of Puerto Rico, representing a group of multinational corporations that provided for the financing, design, construction, and operation of a regional secondary wastewater treatment plant.  Throughout his career, he has represented companies in land acquisitions, environmental impact reviews, construction, operations, expansions, consolidations, and divestitures.

 

Mr. Negrón-Navas has extensive experience representing clients in complex environmental matters before the Environmental Protection Agency (EPA) and the Puerto Rico Environmental Quality Board (EQB).  He has successfully negotiated multiple permit and enforcement action cases pertaining to CWA, CAA, RCRA, CERCLA, and the Puerto Rico Environmental Policy Act and regulations promulgated thereunder.

 

He is the Editor-in-Chief of the three editions of the "Puerto Rico Environmental Law Handbook," published by Government Institutes, Inc.
